Management
Surveys
Previously
known as a Type 1/2 Survey the Management Surveys purpose is to manage ACM during the normal occupation and use of premises.
Whilst the duty-holder can carry-out their own Management Survey where the premises are simple and straightforward a professional,
experienced surveyor is recommended.
A Management Survey aims to ensure that:
1. Nobody is harmed by the continuing presence of
ACM in the premises or equipment; 2. That the ACM’s remain in good condition; and 3. That nobody disturbs it accidentally
The Survey must locate ACM’s that could be
damaged or disturbed by normal activities, by foreseeable maintenance, or by installing new equipment. It involves minor
intrusion and minor asbestos disturbance to make a Materials Assessment. This shows the ability of ACM, if disturbed,
to release fibres into the air. It guides the client, e.g. in prioritising any remedial work.
Refurbishment/Demolition
Surveys
These types of survey were previously known as the Type 3 survey
and are required where a premises,
or part of it, need upgrading, refurbishment or demolition. These surveys do not need a record of the ACM condition.
A surveyor is needed for Refurbishment / demolition Surveys.
A Refurbishment
/ Demolition Survey aims to ensure that:
1. Nobody will be harmed by work on ACM’s in
the premises or equipment; 2. Such work will be done by the right contractor in the right way
The Survey must locate and identify all ACM before any structural work
begins at a stated location or on stated equipment at the premises (as far as reasonably practicable). It usually involves
destructive inspection and asbestos disturbance.
The
guidance introduced in HSG264 has gone some way to addressing the issues associated with these surveys in that such surveys
should only be undertaken when premises are vacant wherever possible. The survey focuses on the client’s requirements
and the surveyor should be in procession of the client’s development plans.
It is important to note that this type of survey will assess the type and volume
of asbestos containing materials (ACM’s) and that in doing this some may involve demolition
in order to gain access to the samples. It is therefore important to note that some damage to the fabric of a building will
occur during this type of survey.
The guidance suggests that this type of survey will provide sufficient
information to formulate an asbestos tender document. We would strongly recommend that additional
information be included in any tender documentation to safeguard for additional costs. Importantly
the survey is only necessary for the part of a building that is being refurbished, so one floor may be surveyed while the
others remain undisturbed; however the survey needs to be appropriate for the type of refurbishment / demolition being undertaken.
